Rental assistance is now available to support income-qualified Sacramento families impacted by the COVID-19 pandemic and unable to pay monthly rent or utilities. Help is available regardless of immigration status.

Tenant Protection Program – Eviction Moratorium
Tenants who were covered under the City of Sacramento emergency eviction moratorium and who continue to experience a loss of income or increased expenses due to COVID-19 are extended eviction protection under the new state law AB 3088 and SB 91.

If you are experiencing problems with your landlord or tenant due to the City’s COVID-19 temporary ban on eviction, mediation services are available. To assist with these important conversations, specifically as it relates to the local Tenant Eviction Moratorium Ordinance and related rent repayment plans, the City has hired the Sacramento Mediation Center to provide dispute resolution services for properties within the City of Sacramento.

Sacramento Self Help Housing (SSHH) has partnered with the City of Sacramento to provide free over the phone counseling and dispute resolution services. Tenant advisors will work with callers one-on-one to deal directly with concerns regarding landlord-tenant disputes and help refer fair housing issues to the appropriate agency.

The Sacramento Housing and Redevelopment Agency is available to assist City of Sacramento residents in need of affordable housing. They act as a source of information for landlords and developers. Sacramento Housing and Redevelopment Agency is offering a new program with monetary incentives for new and former landlords to participate in the Housing Choice Voucher Program (HCV), formerly known as the Section 8 program. SHRA serves as the Housing Authority for Sacramento and has developed the Landlord Incentive Program in response to the impact of COVID-19 on applicants seeking affordable housing for rent.
Legal Services of Northern California provides free legal services for low-income individuals with issues related to health, housing, CalWORKS, CalFresh, unemployment insurance and general assistance/relief. The City has temporarily waived late-payment penalties for City utility services (water, solid waste, wastewater and drainage). The Department of Utilities will not shut off water service for non-payment.
SMUD has implemented a moratorium on service disconnections for non-payment through January 4, 2021. Agents are available to assist with payment plans at 1-888-742-7683.
PG&E has implemented a moratorium on service disconnections for non-payment. The suspension applies to commercial and residential customers and is in effect until further notice. Agents are available to assist with payment options at 1-877-704-8470.
